Client Overview

SEUPB administers European Regional Development Funding across Northern Ireland, the Border Region of Ireland, and Western Scotland, overseeing programmes including PEACE IV (€270m) and INTERREG VA (€283m).

Their existing website could no longer meet the operational demands of EU programming cycles and required a full redesign and rebuild on a modern, secure CMS platform.

The Challenge

  • Existing website was outdated and unable to support current or upcoming EU programmes.
  • Heavy media files — videos, documents, and audio — uploaded slowly, creating performance issues.
  • Content management was difficult, limiting the team's ability to add new sections quickly.

1. CMS selection and architecture planning

Drupal 8 was selected as the platform of choice for its flexibility, security capabilities, and suitability for government-grade content management at scale.

2. Full redesign with performance as a priority

The site was rebuilt with 100% responsiveness, click-to-scroll navigation, and optimised media handling to ensure fast loading of heavy files across all formats and devices.

3. Security-first at every layer

High-security controls were embedded throughout the platform, with strong authentication for admin access — meeting the requirements of a government-facing digital service.

4. Integration of key tools and channels

MailChimp, CMIS/Alfresco for document management, and social channel integrations — Facebook, Twitter, YouTube — were connected into the platform for a unified communications experience.
